I am pretty sure it is ribbon. And I am pretty sure it was for a wedding. But I think I could do it in all black streamers, or black and orange) on one of the still empty walls of my house. That way it will look like the reason I haven't hung any pictures in the front room is because of my Halloween decorations and not because I just haven't gotten around to it.
