Ruffled Lace Skirt

Jess from The Planner and the Procrastinator has a tutorial for this cute ruffled lace skirt:

I am pretty sure that Lou would love to have this skirt for school.  Jess used lace that was pre-ruffled and had an elastic underside, it actually looks do-able.  And I still have two weeks to talk my sister in law into making it before I head back to Texas!
