She was using them on a post about Alice in Wonderland (they do remind me of the Queen of Hearts) so there was no tutorial, but I am pretty sure you could make something similar by either painting them on with food coloring or using some corn syrup to stick on colored sprinkles.
And wouldn't they be fun for a tea party!
